Consultation closes 18 August 2026

The Western Australian Planning Commission has received a development application (REF #21-51030-2) for extending the Reception Centre’s current operating hours, and construction of a solid fencing/wall for noise attenuation on Lot 64 (85) Bisdee Road, Millendon under the Swan Valley Planning Scheme No. 1.

The application proposes to extend operating hours for the Reception Centre operating as Balmain Estate.

  • Current operating hours
    • Monday to Sunday – Noon to 10pm
  • Proposed operating hours
    • Monday to Wednesday – Noon to 10pm (unchanged)
    • Thursday to Sunday – Noon to 12am (additional two hours)

The site was approved in December 2025 for a Reception Centre for hosted functions on formal or ceremonial occasions, in conjunction with the existing uses on the property.

An updated acoustic report, parking management plan and landscaping plan have been prepared to address matters regarding potential light and noise impacts associated with vehicles and visitors on site.

One of the noise and light attenuation measures, recommended in these documents, is a 1.8-metre high solid fencing/wall along a portion of the western lot boundary, immediately adjoining the existing car parking area.

The application is open for comment until 18 August 2026.
