Substantial commencement only

An application to amend an approved residential and commercial development located at 86-90 Mill Point Road, South Perth has been received by the Western Australian Planning Commission (WAPC) under Part 17 of the Planning and Development Act 2005.

The application proposes only to amend the date by which the proposal must be substantially commenced. An extension of three years is requested, and this would be effective from the date of any amendment approval by the WAPC. No other changes are proposed.

The approved development consists of the following elements which will not change in the event of this amendment application being approved:

  • 36-storey tower and three-storey podium
  • Café/restaurant, office and small bar at ground level
  • 179 residential apartments
  • 358 vehicle parking bays located at-grade and within two basement levels
  • Vehicle access provided from Ferry Street, which includes a port-cochere

Since these elements are not subject to the amendment, your feedback is best limited to the impacts of extending the substantial commencement period only.

The application from PTS Town Planning on behalf of South Link Investments Pty Ltd is required to be advertised to seek public comments and is open until 8 July 2025.

The approved development is valued at $293 million.
