Why is this application being advertised by DPLH?
The Swan Valley Planning area is in the control of the Western Australian Planning Commission (WAPC). In this case, development approval of the WAPC is required.
The development was previously refused by the WAPC’s Swan Valley Planning Committee at its 9 April 2025 meeting. Following the decision, the Applicant sought review of the decision by applying to the State Administrative Tribunal (SAT). The WAPC has since been invited by SAT to reconsider its decision pursuant to section 31 of SAT Act 2004, with an amended package of development plans. To inform the WAPC’s reconsideration, public feedback is sought.
An invitation of the SAT to reconsider a decision is an administrative function. It is not an indication that the SAT holds any views on the merits of the application under review, nor does it suggest that the SAT expects a particular outcome from the reconsideration.

The original development application was advertised in accordance with the Clause 60 of Swan Valley Local Planning Scheme No.1 from 26 June 2024 to 10 July 2024. As part of this process, residents within 200m radius were directly notified.
What is the process for this development to be determined?
Following advertising, officers will assess the issues and prepare a report and recommendation that will be considered for a decision by the Swan Valley Planning Committee at a future public meeting.
