Ballajura Station Precinct Improvement Scheme No. 1
Overview
The Draft Ballajura Station Precinct Improvement Scheme No.1 (Draft Improvement Scheme) has been prepared to progress planning for the Ballajura Station Precinct, providing land use and development controls over the scheme area.
As part of the METRONET Morley-Ellenbrook Line, Ballajura Station will be the centre of a new community within the rapidly growing northeastern corridor of Perth. The aims of the Improvement Scheme are to enable the planning and development of a contemporary station precinct that responds to this new station and provides diverse housing, employment, public open space and movement for existing and future residents, workers and visitors.
The Western Australia Planning Commission (WAPC) is seeking public comment on the Draft Improvement Scheme. Submissions will close on April 9, 2025. Late submissions may not be considered.
Precinct Location
The Ballajura Station is approximately 13 kilometres north-east of the Perth Central Business District and it is expected to have approximately 3,000 daily train boardings by 2031. The precinct surrounding the station is approximately 70 hectares and is located adjacent to the suburbs of Ballajura and Bennett Springs and to the south-west of Whiteman Park.
Draft Improvement Scheme Preparation
The preparation of the draft planning framework for the precinct has been undertaken by the Department of Planning, Lands and Heritage (DPLH) on behalf of the WAPC and has been informed by scenario planning, stakeholder engagement and technical investigations.
Improvement Plan 56 - Malaga Station Precinct (IP56) came into effect in July 2022. It enables the WAPC to prepare and establish a planning framework incorporating an Improvement Scheme over the Ballajura Station Precinct, in accordance with the Planning and Development Act 2005.
The Improvement Scheme Text and Scheme Map will replace the Metropolitan Region Scheme and the City of Swan’s Local Planning Scheme as the statutory land use planning instrument over the area while the Improvement Scheme is in effect. The Draft Improvement Scheme Report provides the context and explanatory commentary on the Draft Improvement Scheme.
The purpose of the Draft Improvement Scheme is to:
• set out the WAPC’s planning aims and intentions
• zone and set aside land as reserves
• set out development controls, including processes and provisions for subdivision and development
• outline procedures for the preparation of other planning and policy instruments
• set out provisions for the administration and enforcement of the Improvement Scheme.
