A significant development application for a gas processing plant and operations village in the Shire of Mingenew has been received by the Western Australian Planning Commission (WAPC) under Part 11B of the Planning and Development Act 2005.

The application proposes a gas processing facility, condensate system, operations village with workforce accommodation, and supporting infrastructure at 1906 Yandanooka West Road, Milo. The proposal is known as the Belisama Gas Project.

The development consists of the following elements:

  • A processing facility to treat raw gas to the specification required for export to the Dampier to Bunbury Natural Gas Pipeline.
  • A condensate stabilisation, storage and offloading system.
  • On-site infrastructure to support the operations phase of the proposal including power generation, warehousing and workshops, and control, equipment and switch room infrastructure.
  • Utilities infrastructure including telecommunications, groundwater supply bores, groundwater monitoring bores and sewage treatment systems.
  • An operations village including workers accommodation and associated landscaping.

The application from Planning Solutions on behalf of Hancock Energy (PBN) Pty Ltd is required to be advertised to seek public comments and is open until 8 February 2026.

The development is valued at $850 million.

Local residents: The application documents can also be inspected at the Shire of Mingenew Administration Offices, 21 Victoria Street, Mingenew from 8.30am-4.30pm weekdays for the duration of the submission period. Planners from the Department of Planning, Lands and Heritage will be available in the Shire of Mingenew on 13 and 14 January 2026 for meetings with residents (up to two residents per meeting).
