Overview
The draft Bennett Springs East Improvement Scheme No.1 (draft Improvement Scheme) has been prepared to progress planning for the Bennett Springs East Station Precinct.
As part of the METRONET Morley-Ellenbrook Line, the Bennett Springs East Station will be the centre of a new community within the rapidly growing northeastern corridor of Perth.
The draft Improvement Scheme responds to the proposed future station and enables the area to transition to urban by providing land use and development controls for the precinct. The contemporary planning framework aims to facilitate housing, employment, public open space and movement for existing and future residents, workers and visitors.
Precinct Location
Bennett Springs East is located within the City of Swan, approximately six kilometres north of Midland and 14 kilometres north-east of Perth Central Business District. The improvement scheme area is approximately 102 hectares and is bounded by Drumpellier Drive (to the east) and Marshall Road (to the south), Bennett Brook (to the west) and Whiteman Park (to the north).
Draft Improvement Scheme Preparation
The preparation of the draft planning framework for the precinct has been undertaken by the Department of Planning, Lands and Heritage (DPLH) on behalf of the Western Australian Planning Commission (WAPC).
Improvement Plan 55 - Bennett Springs East (IP55) came into effect in December 2020. It authorises the making of an Improvement Scheme, by resolution of the WAPC and approval of the Minister for Planning.
The Improvement Scheme will replace the Metropolitan Region Scheme and the City of Swan’s Local Planning Scheme as the statutory land use planning instrument over the area. The WAPC will be responsible for the assessment and determination of development applications under the Improvement Scheme.
The WAPC is seeking public comment on the draft Improvement Scheme. Submissions will be open for a 90-day period and close on 2 November 2025.
