Consultation closes 12 January 2026

The draft Carabooda District Structure Plan (DSP) proposes to establish a high-level strategic framework to guide the delivery of 9,200 dwellings, conservation areas, parks, roads, schools, and activity centres over the next 20 years. It applies to 979 hectares of land bound by Carabooda Road, Karoborup Road, Gibbs Road, Wesco Road and State Forest 65.

The draft DSP has been prepared by a third party, Acumen Development Solutions, and has been adopted by the Western Australian Planning Commission for the purposes of advertising.

The draft DSP has also been considered by the Environmental Protection Authority (EPA) as a pilot project for early engagement in the strategic district structure planning process. In response to the EPA’s advice, the draft DSP incorporates an additional 18.44ha of conservation areas. The EPA’s advice and response to the additional conservation areas can be found in the Key Documents.

If approved, the DSP would provide the strategic basis for future region and local planning scheme amendments, local structure plans, and subsequent subdivision and development.

Local residents: The draft DSP documents can also be viewed at the City of Wanneroo Civic Centre, 23 Dundebar Road, Wanneroo from 08:30am-05:00pm, weekdays for the duration of the submission period.
