Consultation closes 28 July 2026
Prior to its approval by the Western Australian Planning Commission (WAPC), Flat Rocks Wind Farm Stages 1 and 2 received development approval from the Shire of Kojonup and the Regional Joint Development Assessment Panel. To date, Stage 1 has been constructed and operations commenced under these approvals.
On 19 April 2024, the WAPC retrospectively approved Stage 1, applying new conditions for wind farm operations.

An application has been made to the State Administrative Tribunal (SAT) seeking a review of some of these conditions.
The SAT has now invited the WAPC to reconsider these conditions, which relate mostly to operational management and noise issues.
The conditions under review specifically relate to:
Radar-activated lighting
The arrangements included in the Operational Management Plan to address aerial spraying and noise attenuation on nearby properties
Timing of compliance with the Operational Management Plan
Further acoustic testing at existing dwellings, to demonstrate compliance with the Noise Regulations.
The applicant requests the following amendments:
A 2-year deferral of compliance with aviation radar-activated lighting.
Approval of an Operational Management Plan that addresses condition 8 and parts of condition 12.
Deletion of condition 12a, subject to an updated noise assessment, and ongoing noise monitoring and complaints management.

The application does not seek approval for any additional works. No other changes to the development approval are proposed.

The proposal is being advertised to seek public comments and is open until 28 July 2026.
