Proposed Intensive Agriculture, General and Rural Industries and Alternative Energy Facility, Keralup - Part 11B Application for Significant Development

A significant development application for an Intensive Agriculture, General and Rural Industries and Alternative Energy Facility in Keralup has been received by the Western Australian Planning Commission (WAPC) under Part 11B of the Planning and Development Act 2005.
The application proposes an integrated development with premises for intensive agriculture, general and rural industries, and alternative energy with an associated solar farm on part of Lot 9503 Gull Road, Keralup.
The development consists of the following elements:
A bio-fertiliser soil enhancement facility for enclosed, mycelium propagation and fungus farming, with an integrated research centre component.
A greenhouse facility with a 20-hectare production area to grow fruit and vegetables, and associated service buildings to pack, load and store produce.
A biochar and thermal energy facility where pre-processed agricultural biomass (crop residues) is converted into certified biochar through enclosed pyrolysis modules, and waste thermal energy is recovered.
A 6.4-megawatt solar farm covering 7.2 hectares with a battery energy storage system (BESS).
The application from Planning Solutions on behalf of Perth Foodbowl Corporation is required to be advertised to seek public comments and is open until 23 July 2026.
The development is valued at $350 million.
