The Western Australian Planning Commission has received a development application for proposed additions to educational establishment (classrooms) on Lot 102 (52) Harrow Street, West Swan. The proposal is for additions to existing Educational Establishment which consists of the following:

• The construction of a building totalling approximately 317m2 set back 62.8 metres from Harrow Street. The building will accommodate 7 additional classrooms.

• Area set aside for 20 new parking bays, additional to the 80 bays already onsite are proposed.

• Currently, student numbers are approximately 95 persons at the educational establishment. This proposal will increase student numbers onsite by up to a total of approximately 115 students (20 additional students)

• Lot 102 (No.52) Harrow Street, West Swan operates as an educational establishment offering training courses and apprenticeships in the construction, civil and mining industries. The hours of operation are 7am to 5pm Monday to Saturday.

• It is noted that the use class ‘Educational Establishment’ is an ‘X’ or non-permitted land use in the Priority Agriculture zone. However, the educational establishment at 52 Harrow Street enjoys non-conforming use rights, having been approved under the previous City of Swan Local Planning Scheme No. 17.

• In accordance with the requirements of the Swan Valley Planning Scheme No.1, any additions or extension to a non-conforming use are required to be advertised to surrounding landowners.

The application is open for comments until 10 September 2025.
