Consultation has concluded
Consultation closes 19 January 2026
The Western Australian Planning Commission (WAPC) is seeking public comment on a proposal to amend the Metropolitan Region Scheme (MRS) for land in the City of Swan.
The purpose of the amendment is to transfer approximately 111 ha of vacant land in Cullacabardee from the Regional Open Space (ROS) reservation and Rural zone to the Urban zone in the Metropolitan Region Scheme (MRS). The Water Catchments reserve is also proposed to be removed from the site, as well as the transfer of approximately 0.06 ha from the Rural zone to the Regional Open Space and Water Catchment reservation.
The Urban zoning will facilitate future residential development of the area, while managing the potential impacts on the Gnangara groundwater aquifer.
The proposed amendment is to be progressed as a complex region scheme amendment as the amendment proposes a significant change to the strategic planning for the Metropolitan region and may result in significant impacts to the environmental values of the subject site.
Submissions close Monday 19 January 2026. Late submissions may not be considered.
Please direct queries for more information to the Department of Planning, Lands and Heritage by email to regionplanningschemes@dplh.wa.gov.au or telephone (08) 6551 9000.
