The Amendment 2 area was previously identified for industrial development in the strategic planning framework.
What happened to the feedback I previously provided on Amendment 1 to the East DSP, and do I need to provide my feedback again?

Amendment 2 is a different amendment to the East DSP and any feedback must be submitted separately via the online survey or via post to: Department of Planning, Lands and Heritage, Land Use Planning – Metro North East Team, Locked Bag 2506, Perth, 6001.

How will amenity and land use impacts, including the interface with the adjacent Western Swamp Tortoise habitat area and the Ellen Brook, be managed?
The Amendment area is located adjacent to and outside of the Environmental Protection (Western Swamp Tortoise) Policy area.

State Planning Policy 2.9: Water (SPP 2.9) seeks to ensure that planning and development proposals considers water resource management and includes appropriate measures to protect water quality and quantity and deliver sustainable outcomes at the various stages of the planning process.
The Amendment 2 area is supported by a District Water Management Strategy that identifies the need for subsoil drainage and imported fill, proposes a living stream over a seasonal drainage line, with a foreshore assessment required at later stages, and requiring two-winters of pre-development monitoring to support a local water management report at subsequent planning stages.
Has State funding for infrastructure been secured for North Ellenbrook?
The State Government allocated funding in the May 2026 Budget to support water, wastewater and power infrastructure in major growth corridors, including initial stages of North Ellenbrook.
While the Amendment 2 area is not expected to be among those initial stages, progressing planning now will assist with coordinating ultimate infrastructure requirements.
What is the process for Amendment 2 to the DSP to be determined?
After the advertising period ends, the WAPC will consider submissions, and Amendment 2 to the East DSP will need to be finalised, including any modifications required in response to matters raised in submissions.
Where a Technical Advisory Group (TAG) has been involved, the Department may convene further TAG meetings to address matters raised in submissions that require resolution before Amendment 2 to the East DSP is considered by the WAPC.
