Amendment 1 to the Ocean Reef Marina Improvement Scheme No.1
Consultation closes 19 November 2026
The Western Australian Planning Commission (WAPC) invites community feedback on the draft Amendment No. 1 to the Ocean Reef Marina - Improvement Scheme No.1 (Scheme).
The Scheme seeks to create a world-class waterfront precinct providing recreational, tourism, residential and boating facilities including a publicly accessible beach, public open space, boat ramps, jetties, a waterfront promenade, and publicly accessible breakwaters.
The Ocean Reef Marina is a State Government project being delivered by DevelopmentWA in collaboration with the City of Joondalup (City) as the local government, and the Department of Transport and Major Infrastructure (DTMI) as future marina manager.
Amendment 1 seeks to ensure the planning framework guiding the development of Ocean Reef Marina remains contemporary and fit for purpose by:
- modifying the road and public open space network in the northern residential area
- applying the Deemed Provisions and adopting a planning framework consistent with contemporary improvement schemes and local planning schemes across Western Australia
- replacing the current precinct-based planning framework with conventional zones and residential density codes, and
- rationalising development controls while maintaining the intended character and vision for the Ocean Reef Marina.
