Overview
A revised draft Position Statement: Child Care Premises (April 2025), to guide the development of child care premises (CCP) to better meet the community’s changing needs, is now open for public comment.
Child care is an essential community service and with the rising demand for CCP in both metropolitan and regional areas, it is imperative to ensure that the development of CCP occurs in appropriate locations.
The revised draft position statement updates Planning Bulletin 72 Child Care Centres (August 2009) aims to provide decision-makers, proponents, and the community with aconsistent policy approach to planning for CCP in Western Australia.
The revised draft delivers key improvements including:
Introduction of four categories of CCP- small, medium, large, and extra-large. It supports new small and medium size CCP in residential zones, with large and extra-large CCP encouraged to be located within suitable mixed use and commercial areas or integrated into schools and reserves.
Proposed CCPs abutting major roads should address safety, pollution and traffic risks and consult Department of Water and Environmental Regulation and Department of Health for advice related to noise and emissions from vehicles and other sources.
Inclusion of measures to manage potential impacts upon abutting/nearby residents. Impacts may include residential amenity, appearance of building, physical building size, traffic in the local streets, noise from children and vehicle parking areas in a residential setting.
Locating large and extra large CCP’s within larger reserves, commercial and mixed use zones is encouraged in order to minimise community amenity impact issues in suburban residential zones.
Providing guidance on early consultation between local government, state agencies and the proponent to scope out any relevant issues and locational suitability for a proposal.
To identify responsibilities of state agencies which apply guidance and standards for CCP and links to relevant legislation.
