Residential Apartments and Shop, Scarborough - Part 11B Application for Significant Development
Consultation closes 15 March 2026
A significant development application for a mixed-use development in Scarborough has been received by the Western Australian Planning Commission (WAPC) under Part 11B of the Planning and Development Act 2005.
The application proposes a 26-storey building with 246 ‘build-to-rent’ apartments, a shop and parking at 200 West Coast Highway, Scarborough, with the following elements:
- Apartment composition:
- 160 one-bedroom apartments
- 65 two-bedroom apartments
- 21 three-bedroom apartments
- 37 apartments dedicated to affordable rental rates for a minimum of 20 years
- A 63m2 ground floor retail tenancy and 51m2 management office
- 222 on-site car parking bays and 256 bicycle bays
- Residential amenities, including a coworking and lounge area, function room, gym and roof-top swimming pool
The application from Rowe Group on behalf of Meadpoint is required to be advertised to seek public comments and is open until 15 March 2026.
The development is valued at $130 million.
