Why is this subdivision application being advertised?
A Part 11B Significant Development Application for a proposed commercial development on the site was previously considered and refused by the Statutory Planning Committee on 10 December 2025. Submissions received during the public consultation period for the Part 11B Significant Development Application indicated strong community interest in the future development of the site.

The Department is now seeking community feedback on the proposed subdivision which will be assessed as part of the determination process.
Who is the applicant for this subdivision and who is the owner of the site?
The applicant is Urban & Regional Planning Solutions (WA) on behalf of Strategic Property Group.
Who is the decision maker for this subdivision application?
The Western Australian Planning Commission (WAPC) is the decision maker. The subdivision application will be determined by the WAPC under Sections 135 and 143 of the Planning and Development Act 2005.
I provided my comment on Part 11B Application for Significant Development for Mixed-use Commercial Centre, Woodvale in 2025. Do I need to provide my feedback again?
You may have previously provided feedback on the commercial development as part of a separate Part 11B Significant Development consultation. This subdivision application for residential development is now being assessed under a different planning process, and any feedback on the application must be submitted separately via the online survey or via post to Department of Planning, Lands and Heritage, Land Use Planning – Metro North West Team, Locked Bag 2506, Perth, 6001.
What is the role of Department of Planning, Lands and Heritage (the Department) in this project?
Department officers will assess the application and feedback received on the proposed plans and make recommendations to the WAPC.
What is the land zoned under the Metropolitan Region Scheme?
The site is zoned Urban under the Metropolitan Region Scheme and Urban Development under the City of Wanneroo District Planning Scheme No. 2.
How will the subdivision be assessed without an approved structure plan?
The applicant has submitted technical documents, commonly provided for a structure plan, in support of the proposed subdivision.
In assessing the application, the WAPC is to consider if the subdivision accords with the principles of orderly and proper planning (i.e. is the proposal consistent with the established planning framework for an area, including instruments such as State planning policy, planning strategy or planning scheme).
How will land use and density be assessed?
The proposed subdivision will be assessed for consistency with strategic documents, planning codes and state planning policies, including Perth and Peel@3.5million/North-West Sub-Regional Planning Framework, Liveable Neighbourhoods and the Residential Design Codes.
How will traffic impacts be assessed?
The applicant has submitted a Transport Impact Assessment in support of the proposed subdivision. Traffic impacts will be considered in accordance with the WAPC’s Transport Impact Assessment Guidelines (2016).
How will environmental values and impacts on flora and fauna be assessed?
The applicant has submitted an Environmental Assessment Report and Landscape Concept Plan in support of the proposed subdivision. The application has been referred to the Department of Water and Environmental Regulation, Department of Biodiversity, Conservation and Attractions and the City of Wanneroo for comment.
How will potential impacts on the adjoining heritage (i.e., Cockman House and Yellagonga Regional Park Precinct) be protected?
The application has been referred to the Heritage Council of Western Australia for advice and recommendations (i.e. recommendation for conditions of approval to be imposed to protect heritage places).
