Bulk Earthworks, North East Baldivis Stage 1 - Part 11B Application for Significant Development

Overview
A significant development application to undertake bulk earthworks in North East Baldivis Stage 1 has been received by the Western Australian Planning Commission (WAPC) under Part 11B of the Planning and Development Act 2005.
The application proposes major earthworks to prepare a portion of the Stage 1 area for future urban development at Lots 456, 457, 465, 466 and 1261 St Albans Road and Lots 100, 451, 452 and 454 Telephone Lane, Baldivis.
The application to undertake earthworks has been made prior to a subdivision application because the geotechnical and drainage characteristics of the site require the land to be ‘pre-loaded’ for 12 months before development. The future development will be subject to a separate subdivision and development application.
The earthworks development consists of the following elements:
- Installation of approximately 693,000 cubic metres of fill over 28 hectares of the site, to a height of approximately 5.2 metres at the highest point.
- Installation of approximately 304,000 cubic metres of fill over another 12.5 hectares of the site to a height of approximately 4.5 metres at the highest point.
- Both areas include 2 metres of ‘pre-load fill’ that will be removed at the end of the process.
- Construction of a 3 kilometre-long earth bund which will vary in height from 0.6-1.6 metres as a temporary flood mitigation measure to manage the floodplain characteristics of the land post-development.
The application from CLE Town Planning & Design on behalf of developer Stockland Pty Ltd is required to be advertised to seek public comments and is open until 28 November 2024.
The development is valued at $23.95 million.
The application documents can also be inspected at the City of Rockingham’s Administration Offices, Civic Boulevard, Rockingham from 8.30am-4pm, Monday to Friday for the duration of the submission period.
