North East Baldivis Stage 2 Bulk Earthworks - Part 11B Application for Significant Development

A significant development application to undertake bulk earthworks in North East Baldivis has been received by the Western Australian Planning Commission (WAPC) under Part 11B of the Planning and Development Act 2005.
The application proposes major earthworks, including water management, to prepare a portion of the North East Baldivis Stage 2 area for future urban development. The application is for Lots 45, 456, 457, 465, 466 and 1261 St Albans Road and Lots 100, 451, 452 and 454 Telephone Lane, Baldivis.
Due to the soil type and landscape, the land is required to be ‘pre-loaded’ for 12-18 months before development can occur. Any future development will be subject to a separate subdivision and development application.
The development consists of the following elements:
- Lots 456 & 457
- Installation of approximately 1.6 million cubic metres of fill over 34 hectares of the site, to a height of approximately 4.5 metres at the highest point.
- The 4.5 metres of fill includes 1.5 metres of ‘pre-load fill’ that will be removed at the end of the process.
- Lots 100, 451, 452 & 454: Construction of a 3 kilometre long earthen perimeter embankment which will vary in height from 0.6-1.6 metres as a temporary flood mitigation measure to manage the floodplain characteristics of the land post-development
- Lots 465, 466 & 1261: Fill from this completed Stage 1 development would be moved to Lots 456 & 457, and
- Lot 45: Temporary access track to allow movement of fill to Lots 456 & 457.
The application from CLE Town Planning & Design on behalf of Stockland Pty Ltd is required to be advertised to seek public comment and is open until 7 June 2026.
The development is valued at $47.1 million.
