Overview
As part of the review, we asked for feedback from industry and professional peak bodies and panel members on the draft State Design Review Panel (SDRP) Manual, which has been created as part of a wider review of the existing Western Australian Planning Commission (WAPC) Design Review Guide.
The Manual outlines the processes and practices of the SDRP for different user groups. It will clarify the roles and responsibilities of the various people involved in the process.
The scope of this consultation did not include changes to the role or remit of the SDRP, which was considered by the WAPC in 2023 and has been the subject of previous stakeholder engagement. This consultation process primarily focused on the clarity, comprehensiveness and useability of the Manual. It was also limited to the State Design Review Panel. The Local Government Design Review Manual will be updated in the second stage of the WAPC’s Design Review Guide update project.
Objectives
Clarify design review procedures of the SDRP.
Enhance accuracy, consistency and transparency in SDRP practices.
Address stakeholder feedback and include national best practice for Design Review.
Manual Structure
Part A introduces the role and purpose of design review, highlighting its benefits and its integration within the Western Australian planning system.
Part B details the operations of the State Design Review Panel, including operational processes tailored for various user groups. The content has been updated to address relevant recommendations from the WAPC review.
User groups include referral bodies, proponents, stakeholders, and decision-makers.
Each section of the manual is structured to cater to the specific needs of these user groups, ensuring clarity on their roles and responsibilities throughout the design review process.

We invited stakeholders, including SDRP members, and industry and professional peak bodies to provide feedback on the draft SDRP Manual.
The consultation period ran from 3 - 30 July 2024, during which stakeholders could review the document and submit their comments and suggestions via the online survey.
How stakeholder could participate:
Downloading the draft SDRP Manual from the provided link. Please note, the document was not in the intended final layout.
Reviewing the document carefully, paying attention to key areas of interest or concern.
Submitting feedback using the online survey.
The project team will now review all feedback received and consider ways of addressing concerns and incorporating suggestions into the final version of the SDRP Manual. Following WAPC approval, the updated Manual will be published online and distributed to stakeholders.
