Overview
The Housing Diversity Pipeline Round 2 (Rapid Divestment of Government Land) program (HDP Round 2) seeks to make underutilised Government owned land across the State available for new residential development to boost the supply of housing.
HDP Round 2 will leverage the knowledge and expertise of the development industry to identify the most suitable land that can be developed and bring new residential land and housing supply to market in the quickest possible way.
Expressions of Interest (Responses) are invited from Industry identifying suitable government owned land with a proposal to purchase and expedite development of the land for residential purposes.
The State will seek to negotiate the sale of land to Successful Respondents on the condition that the land is developed in line with the successful proposals and is delivered within an agreed timeframe to ensure the acceleration of housing supply to market.
This is an exciting opportunity for industry to deliver housing in support of the State’s effort to ensure a future supply of diverse housing.

The Request document provides complete details of the opportunity that is being offered and what the State is requesting from Respondents, what land and development will be considered, how to prepare and submit a Response, and the subsequent evaluation and sales process for Successful Respondents.
Prospective Respondents are strongly encouraged to read the Request document in full prior to submitting a Response.
What land will be considered?
The Request document details all requirements that Responses must meet in order for the State to consider selling land under this program.
For the State to consider the sale of Identified Land, the land must, in the State’s sole opinion, meet the following criteria:
- Be owned by the State of Western Australia (or a WA government agency or entity).
- Be appropriately zoned under a local planning scheme to achieve a residential outcome or already be subject to a planning or other regulatory process which will ultimately permit residential development of the land (such as an existing draft scheme amendment or structure plan).
- Not be impacted by significant environmental, heritage or infrastructure requirements or constraints that would prevent the land being transacted or developed in the short-term.
Responses that are accepted will be evaluated as detailed in the Request document. Meeting the above criteria does not guarantee that the land can be sold. During the evaluation stage the State will consider additional factors including, but not limited to, whether the land is required for an alternative public use and the suitability of the proposed development outcome.
How does the land need to be developed?
The Request document provides all requirements for the development outcomes that are sought under this program.
Land sold under this program must be developed for residential purposes being either for new dwellings and/or the creation of new title residential lots.
Respondents will be required to present a development proposal as part of their Submission to outline how the Identified Land is intended to be developed.
Where it is first determined that the Identified Land can be sold, the State will need to be satisfied that the land will be developed in the quickest possible timeframe for a residential purpose and will deliver adequate public benefit.
The State will consider proposals for development of new dwellings and/or the creation of new titled residential lots that demonstrate they achieve the following development objectives:
- Accelerates the supply of housing through efficient delivery methods and minimum timeframes.
- Optimises the development outcome taking account of yield, and planning, design and site considerations
- Supports outcomes that deliver public benefit and represent good public value through the use of government land.
Prospective Respondents should note that the State will favourably consider any Responses which also provide for social and/or affordable housing outcomes.
How do I lodge a response?
Prospective Respondents have eight weeks to prepare and lodge a Response. The Response period will close at 5:00pm on Monday 21 October 2024.
