Overview
An application has been made to the State Administrative Tribunal (SAT) seeking amendments to some of the conditions of the approval granted by the Western Australian Planning Commission (WAPC) on 27 June 2024 for the continued operation of the Holcim Concrete Batching Plant located at 120 Claisebrook Road, Perth.
The SAT has invited the WAPC to reconsider Conditions 11 to 14 relating to decommissioning and remediation of the plant.
The application does not seek modifications or extensions to the operational timeframe and the plant’s closure by December 2027.
The application requests the following:
Deletion of Conditions 11 & 12
The applicant is seeking to delete Conditions 11 and 12 of the approval and replace them with a condition to provide the WAPC with Annual Ambient Air (Dust) Monitoring Reports and reports for planned discharge of treated wastewater.
Modification to Conditions 13 & 14
Bring forward the approval timeframe for the decommissioning plan to provide additional time for decommissioning works to occur; and
Provide for the final decommissioning plan to be guided by a concept closure plan, identifying infrastructure to remain and proposed site/public realm upgrades (in consultation with the City of Vincent and Department of Water and Environmental Regulation).
