- On or before 31 December 2025, Holcim shall commence preliminary engagement with the City of Vincent and the Department of Water and Environmental Regulation in relation to the decommissioning of the plant, based upon the Holcim Closure Concept Report dated May 2025 and the accompanying Holcim Closure Concept Plan;
- On or before 30 June 2027, Holcim shall:
- Provide a summary of the feedback received on the Holcim Closure Concept Plan; and
- Submit for approval of the WAPC, a decommissioning plan based on the Holcim Closure Concept Plan as modified following engagement in 12(a) detailing structures proposed to be demolished, structures proposed to be retained, and other works associated with decommissioning.
- The structures identified to be demolished shall be removed and taken before 31 December 2028.

What is a SAT review?
A SAT review of a development application refers to the process where an applicant makes an application to the State Administrative Tribunal (SAT) to review a planning decision. In this case, the applicant has applied to the SAT for a review of conditions 11-14 of the WAPC’s decision on 27 June 2024 to grant the concrete batching plant a conditional operation extension to December 2027.
Has there been any prior community consultation on this project?
Yes, the original development application was advertised in accordance with section 276(6) of the Planning and Development Act 2005 for public comment for a period of 38 days from 9 February to 18 March 2024.
How are the proposed amendments different to the approved conditions?

Who is the decision-maker for this application?
The reconsideration will be determined by the WAPC at a meeting which is open to the public, and the WAPC must give reasons for the decision.
When will this application be determined?
The WAPC is invited to reconsider its original decision by 4 September 2025. When a meeting date is set, submitters will be notified seven days in advance and will be able to apply to make a presentation (deputation).
