Condition 11 - Within six months of the concrete batching plant ceasing to operate, an investigation of soil and groundwater contamination at Lot 1001 (129) Claisebrook Road, Perth is to be carried out by a suitably qualified person to determine if remediation is required for a future sensitive or residential land use.

Condition 12 - Within 6 months of the completion of the investigation of soil and groundwater contamination, a report or reports shall be prepared by a suitably qualified person demonstrating that the investigations and remediations have been carried out in accordance with the Contaminated Sites Act 2003 and current Department of Water and Environmental Regulation contaminated sites guidelines. The report or report(s) must demonstrate to the satisfaction of the Western Australian Planning Commission, on advice from the City of Vincent and the Department of Water and Environmental Regulation.

Replace with: Condition 11 - Upon request, Holcim shall provide to the Western Australian Planning Commission: 

1. Annual Ambient Air (Dust) Monitoring Report referred to in the approved Environmental Management Plan; and/or
2. Report/s required for planned discharge of treated wastewater into the onsite sump. 

Condition 13 - Within 6 months of the concrete batching plant ceasing to operate, a Decommissioning Plan is to be submitted to the satisfaction of the Western Australian Planning Commission, on advice from the City of Vincent and the Department of Water and Environmental Regulation. The Decommissioning Plan shall be prepared by a suitably qualified person and include the following:

1. A detailed decommissioning schedule of works with timeframes for each stage which must include the removal of all concrete batching plant equipment from the site; 
2. Temporary fencing, hoardings, gantries, and signage; 
3. Management of site generated noise; 
4. Management of vibration, dust, wind, and erosion; 
5. Management of any stormwater discharge; 
6. Waste management, recycling and safe off-site removal of any infrastructure and materials; 
7. The protection and repair of any damage to public realm infrastructure; 
8. Public communication and complaint handling procedures; and 
9. A Traffic Management Plan.

Condition 14 - The Decommissioning Plan shall be implemented within six (6) months of being approved to the satisfaction of the Western Australian Planning Commission, in consultation with the City of Vincent and the Department of Water and Environmental Regulation.

Replace with: Condition 12 - Decommissioning of the Plant shall be undertaken in accordance with the following: 

1. On or before 31 December 2025, Holcim shall commence preliminary engagement with the City of Vincent and the Department of Water and Environmental Regulation in relation to the decommissioning of the plant, based upon the Holcim Closure Concept Report dated May 2025 and the accompanying Holcim Closure Concept Plan;
2. On or before 30 June 2027, Holcim shall: 
   1. Provide a summary of the feedback received on the Holcim Closure Concept Plan; and 
   2. Submit for approval of the WAPC, a decommissioning plan based on the Holcim Closure Concept Plan as modified following engagement in 12(a) detailing structures proposed to be demolished, structures proposed to be retained, and other works associated with decommissioning.
3. The structures identified to be demolished shall be removed and taken before 31 December 2028.
