    Why have the plans changed?

    The applicant has chosen to submit a revised design, following the appointment of a new Architect, Hassell. The applicant considers the revisions create a more efficient and effective scheme, better respond to visitor parking opportunities, enhance site legibility and improves the interface with the streets surrounding the development.

    What happens to the feedback that I provided on the Application for Development Approval - Lot 29 The Parkway, Ellenbrook last year?

    Feedback gathered from this consultation together with the feedback collected on the last year's plans will be considered as part of the assessment process. If you provided feedback last year, you may wish to review the amended plans and make a new submission.

    Why is this application being advertised by DPLH?

    The site is located Ellenbrook Station Precinct Improvement Scheme No. 1 (the Improvement Scheme), which is in the planning control of the Western Australian Planning Commission (WAPC). Any development within this area requires a Development Application which is lodged with the DPLH on behalf of the WAPC.

    What is the role of the City of Swan?

    Because this land is under the control of the WAPC, the City of Swan is consulted as a stakeholder.

    What is the process for this development to be determined?

    The assessment takes into consideration feedback from the consultation and referral comments received from agencies and the local government. The proposal is assessed under the Improvement Scheme provisions and any relevant policies, and a recommendation made to the WAPC for determination.

    Who is the applicant for this development and who is the owner of the site?

    The applicant is DevelopmentWA and the landowner is the WAPC.

    Has there been any community consultation on this project already?

    Public comment was invited on the Application for Development Approval - Lot 29 The Parkway, Ellenbrook in August - September 2025. In December 2025, the applicant submitted the amended plans for the development which are being advertised for public comment. 

    Feedback gathered from this consultation together with the feedback collected on the previous plans (between August and September 2025) will be considered as part of the assessment process. If you provided feedback on the previous application, you may wish to review the amended plans and make a new submission.

    What are the elements of the development that I am able to influence?

    As part of the consultation, the WAPC is seeking feedback from anyone who would like to provide comments.

    What is Social and Affordable Housing?

    Affordable housing provides a stable long-term housing for people on low to moderate incomes. Affordable housing tenants can include key workers, childcare educators, retail and hospitality workers, health support workers and general administrative services.

    Social housing is rental housing for very low to low-income households, provided by the WA Government (public housing) or community housing providers.
