Overview
The Western Australian Planning Commission has received an application for development approval. Approval is sought for alterations and additions to an existing Place of Worship at Lot 50 (No.105) Middle Swan Road, West Swan. The alterations and additions primarily consist of refurbishment of the existing Fadek Cultural Centre and entails a reconfiguration of the internal layout and a partial extension of the building footprint of the proposed hall.
The Place of Worship at Lot 50 (No. 105) Middle Swan Road, West Swan enjoys non-conforming use rights under the Swan Valley Planning Scheme No. 1. In accordance with the provisions of the Scheme any alterations and additions to a non-conforming use is required to be advertised to adjoining landowners. In addition to the non-conforming use the assessment of the application indicates the following variations to the additional site and development requirements for development in the Priority Agriculture zone listed under Schedule 5 of the Swan Valley Planning Scheme No. 1:
Total site coverage has been assessed as 720.46m2 which exceeds the permitted site coverage of 20% (514.4m2) for lots between the size of 2,000 to 5,000m2 in the Priority Agriculture zone.
The setback of the refurbished hall to the rear lot boundary is 3.799m in lieu of the permitted 15m.
The setback of the refurbished hall to the northwestern side lot boundary is 10.52m in lieu of the permitted 15m.
The setback of the refurbished hall to the eastern side lot boundary is 6.569m in lieu of the permitted 15m.
No increase in existing occupancy numbers are proposed.
