Overview

A significant development application for a wind farm in the localities of Minigin, Williams and Dumberning has been received by the Western Australian Planning Commission (WAPC) under Part 11B of the Planning and Development Act 2005.

The application proposes a wind farm with permanent facilities including up to 25 turbines, a battery energy storage system, operations and maintenance buildings and a substation, and temporary facilities including an accommodation camp and concrete batching plant. The proposed development site is on various lots around Williams-Kondinin Road, Clayton Road and Cowcher Road.

The development consists of the following elements:

  • Construction and operation of up to 25 wind turbines with a production capacity of up to 200 MW
  • A Battery Energy Storage System (BESS) with a capacity of 100 MW/200 MWh, and associated infrastructure
  • Communication towers and meteorological masts
  • Operations and maintenance buildings
  • Contractor compound and laydown and hardstand areas (temporary)
  • Accommodation camp (temporary)
  • Concrete batching plant (temporary)

The application from Umwelt (Australia) Pty Ltd on behalf of Neoen Australia Pty Ltd is required to be advertised to seek public comments and is open until 1 June 2025.

The development is valued at $450 million.
