What is the North Ellenbrook (East) District Structure Plan (DSP)?
The North Ellenbrook (East) District Structure Plan was approved by the WAPC in August 2022 to refine the Sub-regional Framework and guide the development of 5,500 dwellings, four primary schools, one high school, district open space, activity centres, drainage and local and regional reserves.
What does the draft Amendment to the DSP propose?
Draft Amendment No. 1 to the DSP identifies an additional 18.1ha of potential local reserves to protect black cockatoo foraging habitat and western swamp tortoise habitat. Two potential road network upgrades have also been identified, including a local road link to Ellenbrook at the western end of Maralla Road and for a grade separated rail crossing at the eastern end of Maralla Road to make allowance for the potential future eastward extension to Great Northern Highway.
Who has prepared the draft Amendment to the DSP?
The draft Amendment No. 1 to the DSP has been prepared by CLE Town Planning + Design (the Consultant) on behalf of Abadeen Group Pty Ltd and Bravestar Group.
What is the role of the WAPC and Department of Planning, Lands and Heritage (the Department) in this project?
The Department is responsible for assessing the draft Amendment No. 1 to the DSP and undertaking consultation on behalf of the WAPC.
Following community consultation and engagement with local and State government authorities, the Department will undertake a further review of the draft documents and make a recommendation to the WAPC regarding the draft Amendment.
The final decision will be made by the WAPC.

The community can influence by helping to identify opportunities and issues that affect the proposed potential local reserves and road network upgrades.
How will the draft Amendment to the DSP impact my property?
The draft Amendment will apply to your property if it is located within the identified boundary (please see the draft Amendment No. 1 DSP map under Key Documents).
It does not mean you have an obligation to develop but will provide the framework for future subdivision and zoning, when a landowner chooses to develop/subdivide.
This advertising process is an opportunity to help inform how the area is developed and to provide feedback on the draft.
How will environmental values be protected?
The draft Amendment identifies an additional 18.1ha of potential local reserves.
While impacts are still expected to 54ha of native vegetation across the DSP area, including portions of TECs, the proposed additional protections improve environmental outcomes compared to the existing approved DSP and respond directly to advice provide by the EPA.
How will transport network upgrades and traffic impacts be assessed?
A number of broader transport network upgrades are being considered in response to transport modelling undertaken by Main Roads to cater for planned development in North Ellenbrook and Bullsbrook.
Updates to the Transport Impact Assessment and DSP road classifications will be considered in accordance with the Transport Impact Assessment Guidelines (2016) during the advertising and assessment process, following consultation with stakeholders.
What is the process for the draft Amendment No. 1 to the DSP to be determined?
After the advertising period ends, the WAPC will consider submissions and the draft Amendment No. 1 to the DSP will need to be finalised, including any modifications required in response to matters raised in submissions.
Where a Technical Advisory Group (TAG) has been involved, the Department may convene further TAG meetings to address matters raised in submissions which require resolution before draft Amendment No. 1 to the DSP is considered by the WAPC.
The Department will provide a report on the draft Amendment with a recommendation that will be presented and considered by the WAPC.
