What protections are in place to ensure necessary water resource management measures are incorporated into the planning and development of the land?

State Planning Policy 2.9: Water (SPP 2.9) seeks to ensure that planning and development proposals considers water resource management and includes appropriate measures to protect water quality and quantity and deliver sustainable outcomes at the various stages of the planning process.

The Amendment 2 area is considered in the approved DSP and its endorsed District Water Management Strategy (JDA, 2022) that coordinates overall water and nutrient management measures in response to site constraints. A Technical Note (JDA, 2024) has been prepared to address the change in land use. Additional investigations and refinements to management responses will be considered at later planning stages.

Has state funding for infrastructure been secured for North Ellenbrook?

The State Government allocated funding in the May 2026 Budget to support water, wastewater and power infrastructure in major growth corridors, including North Ellenbrook. Funding has been secured for the initial development stages.

What is the process for Amendment 2 to the DSP to be determined?

After the advertising period ends, the WAPC will consider submissions and Amendment 2 to the West DSP will need to be finalised, including any modifications required in response to matters raised in submissions.

Where a Technical Advisory Group (TAG) has been involved, the Department may convene further TAG meetings to address matters raised in submissions, which require resolution before Amendment 2 to the West DSP is considered by the WAPC.

The Department will provide a report on the Amendment 2 with a recommendation that will be presented and considered by the WAPC.
