Amendment 2 to the North Ellenbrook (West) District Structure Plan

Consultation closes 27 November 2026

The Western Australian Planning Commission (WAPC) invites community feedback on the draft Amendment No. 2 to the North Ellenbrook (West) District Structure Plan (DSP).

The Amendment 2 to the North Ellenbrook (West) District Structure Plan (West DSP) proposes to change 106ha of light industrial uses to residential, schools and open space, and to include the proposed Chudalup Road / Warbrook Road – Tonkin Highway overpass.

If approved, Amendment 2 to the West DSP would provide for an estimated additional 1,500 dwellings, an additional primary school, and relocation of the high school and district open space to a more central location.

The proposal has been prepared by Rowe Group on behalf of Parcel Property.

• Amendment 1 to the North Ellenbrook (East) District Structure Plan was recently advertised for public comment, which identified local conservation areas and road network upgrades for land east of Tonkin Highway.
• Amendment 2 to the North Ellenbrook (East) District Structure Plan is being advertised concurrent to this Amendment and seeks to identify residential land to the east on Lot 118 Warbrook Road.
