The review of the R-Codes provided an opportunity to consider consolidation of related policy instruments, aligning with the ongoing reform of the State Planning Policy Framework, which aims to improve usability and streamline content across planning instruments.
The review of OP 2.2 did not assess technical policy content specifically but reviewed the operational policy against the State Planning Policy Framework, specifically, Operational Policy 1.1 Subdivision of Land – General Principles (OP1.1) and the R-Codes. The review determined whether its content remained relevant, was duplicated in other documents or could be streamlined to reduce unnecessary overlap and improve usability. The review concluded the majority of provisions within OP 2.2 are covered by existing operational policy or the R-Codes. Where they are not, the content can be relocated to draft OP Subdivision (formerly OP 1.1)
In conjunction with the finalisation of the R-Codes review, the outcomes of the review of OP 2.2 will:
Repeal OP 2.2
Amend, rename and publish consolidated draft OP Subdivision
Amend the Model Subdivision Condition Schedule.
Stakeholders are invited to comment on the proposed relocation of relevant content from OP 2.2 to draft OP Subdivision and the R-Codes, and the proposed repeal of OP 2.2, including whether the relevant information has been adequately captured and whether any gaps remain.
This consultation is not seeking broader feedback on the detailed policy wording or content of either OP 2.2 or draft OP Subdivision.
