Overview

The Western Australian Planning Commission is preparing a new Metropolitan Region Scheme Policy for the Parliament House Precinct.

The Parliament House Precinct is a place of major civic, cultural and symbolic importance for Western Australia. It includes Parliament House and surrounding land and numerous other State-listed heritage structures and is closely connected to Kings Park (Kaarta Koomba) and the Perth CBD.

The current planning policy for the precinct was adopted in 1983 and no longer reflects the way the area is used, planned or managed today and does not align with the current Metropolitan Region Scheme boundaries for the Precinct.

The new Parliament House Precinct Region Scheme Policy (the policy) will provide an updated and shared vision for the precinct and clearer guidance for how development proposals are considered.

The policy aims to support high-quality outcomes by:

• recognising the precinct’s civic, cultural and heritage importance

• providing clearer expectations for development proposals

• supporting consistent decision making under the Metropolitan Region Scheme

• helping coordinate planning expectations between State and local government

The policy does not introduce new layers of approval.

The consultation period will run from 3 July - 3 August 2026.

All submissions received during the consultation period will be reviewed and responded to before the policy is finalised and progressed to the Western Australian Planning Commission for consideration and final approval.
