Amendment to State Planning Policy 1 - State Planning Framework (Standard amendment)

Overview

The Western Australian Planning Commission (WAPC) is seeking feedback on the proposed standard amendments to State Planning Policy 1 State Planning Framework (SPP 1).

These amendments are considered by the WAPC to constitute a ‘standard amendment’ as they are limited to updating references, correcting minor errors and improving the format and presentation of SPP 1, without altering its policy intent.

The proposed amendments will also support the transition of the remaining policy suite to the new consistent document format. This will improve clarity and readability while maintaining the existing policy framework and intent.

What changes are proposed to SPP 1?

The proposed standard amendments to SPP 1 include:

• Simplifying the document title to State Planning Policy Framework to align with recent SPP’s released, such as SPP 2.9 Water.
• Updating outdated legislative references.
• Correcting minor administrative and formatting errors.
• Incorporating references to Planning Codes which were introduced in 2024 via new Regulations.
• Renaming all WAPC policy documents within Tables 1-5 with briefer titles that follow the same pattern (instrument first, subject second).
• Removing policy numbering in SPPs and Operational/Development Control Policies.
• Applying the WAPC's new, consistent document design.
• Updating tables and presentation formatting.
