Residential Aged Care Facility, Medical Centre and Cafe, East Fremantle – Part 17 Application to Amend Significant Development
Consultation closes 8 September 2026
An application to amend an approved significant development for the proposed partial demolition of existing buildings and construction of a Residential Aged Care Facility, Medical Centre and Cafe in East Fremantle has been received by the Western Australian Planning Commission (WAPC) under Part 17 of the Planning and Development Act 2005.
The approved application was for a residential aged care facility with 160 beds, ground floor café, medical/wellness centre, two supported independent living dwellings, and associated basement parking and landscaping. The development is located at 18 and 26 Dalgety Street and 29 Fortescue Street, East Fremantle.
The amendment application proposes:
- extending by 3 years the period by which the approved development must be substantially commenced.
- changes to the development plans:
- increase from 160 to 162 beds in the aged care facility
- reduction from 5 to 4 consulting rooms in the medical/wellness centre
- increase of 40.3cm to the overall building height
- addition of required servicing infrastructure including an electrical transformer at the Fortescue Street frontage and a fire and emergency services hardstand area partially within the Dalgety Street verge
- changes to the design and external appearance of the proposed chapel
- changes to proposed refurbishments to State Heritage-listed Dalgety House
- changes in landscaping with deep soil area increasing to 3,765m2 and on structure planting increasing to 2,440m2.
- removal of Condition 16 related to public art, or, if removal is not accepted, a contribution to the public art requirement which is capped at either $250,000 or $500,000.
The application from Planning Solutions on behalf of Hall & Prior Health and Aged Care Group and Fresh Fields Projects (WA) No. 1 Pty Ltd is required to be advertised to seek public comments and is open until 8 September 2026.
The approved development is now valued at $160 million.
